Quadruple Helix - Capturing Kosovo
Resent ethnic tensions in Bosnia-Herzegovina are partly explained by rising radical Islam and the same one may see also in Kosovo after March 2004. (more in my article “Radical Islamists arming their selves in Balkans”). Even Radical Islam came few years later to Kosovo than to Bosnia it creates much more bigger potential risk for society because it is not isolated inside province nor individual and local small scale violence.
Wahhabi invasion
Since the late 1990s, incidents involving Wahhabi groups have extended beyond the borders of Bosnia-Herzegovina, increasing in frequency in neighbouring states such as Serbia (including Kosovo and Serbian Sandžak), Montenegro (Montenegrin Sandžak), and Macedonia.
In Kosovo for example 24 Wahhabi mosques and 14 orphanages have been built in since 1999, along with 98 primary and secondary Wahhabi funded schools. Though the number of Wahhabis in majority secular Kosovo is small this development is cementing an al-Qaeda presence in Albanian inhabited areas, because “hard line” and intolerant Wahhabi structures are the main source for terrorist acts and operations.
Organized crime
(Kosovo) Albanian organized crime organizations have already gained remarkable role in Europe. It is estimated that they are the chief perpetrator of drug and people smuggling, trafficking, organ sales etc. The scope, ferocity and intensity of Albanian criminal activity has prompted the Italian top prosecutor Cataldo Motta to declare Albanians the most dangerous mobsters brandishing them “a thread to Western society”.
Kosovo is serving as a junction for heroin trafficking from Afghanistan to West Europe through famous Balkan route. Now Columbian drug dealers are setting up cocaine supply bases in Albania and Balkans to penetrate into Europe. Already earlier ethnic Albanians organised the transportation of cocaine from the Netherlands and Belgium towards Italy. (More UN report here.)
Politics
Links between drug trafficking and the supply of arms to the KLA (Kosovo Liberation Army) were established mid-90s. In West KLA was described as terrorist organization but when US selected them as their ally it transformed organization officially to “freedom” fighters. After bombing Serbia 1999 KLA leaders again changed their crime clans officially to political parties. This public image however can not hide the origins of money and power, old channels and connections are still in place in conservative tribe society.
In some other important drug transit zones trafficking is reflected in high levels of violence but not in Balkans. UN report explains this that good links between crime organizations and commercial/political elites have ensured that Balkan organized crime groups have traditionally encountered little resistance from the state or rival groups.

Above I shortly hinted to financial connection between Wahhabi organizations in Kosovo and international terrorism and Wahhabis as potential pool for operations. Then I pointed historical and social link between organized crime groups and Kosovo’s political leaders. All this has also its international dimensions.
The last and maybe the most dangerous connection is link between organized crime and Islamic terrorism because its thread to the rest of Europe.
Already 2005 Europol stated that the Albanian organized crime is related to the Islamic terrorism e.g. where the Brussells based "Bureau also cooperated in other operations, investigating the dismantling of OC (Organized Crime, note AR) groups that are known for suspicious financial transactions, Albanian organised crime, producing synthetic drugs and related to Islamic terrorism." Innovating Quadruple Helix
Today’s trend with economical development policy and projects is called a “Triple Helix Model or Approach”. A triple helix regime typically begins as university, industry and government enter into a reciprocal relationship in which each attempts to enhance the performance of the other.
It seems that in Kosovo triple helix model has applied and further developed to “Fourfold Helix Model” where government, underworld, Wahhabbi schools and international terrorism have win-win symbiosis. If sustainable succeed this model as innovation should gain next Nobelprize.

Well I spent almost 7 years in law enforcement in Kosovo so i need not rely on the media.
Easily 95% of the population are very nice people with no involvement in criminal activities or radical islamic causes.
In all post war or post conflict environments one finds high unemployment and extensive corruption, drug trafficking and other criminal activities.
In the case of Kosovo one can expect the high unemployment to be solved eventually by the EU enacting rules allowing Kosovars to work in EU countries.
The low birth rate in EU countries dictates a search for labor and Kosovo has a very young and largely unemployed population.
Lawful, gainful employment combined with aggressive law enforcement by the EULEX personnel will solve much of the crime problem.
This is pure BS from the begining to the very end, don't know if the author have been in Kosovo or if that author want to give Kosovo a bad image, however this article is very low! You may think Slobodan Milosevic himself wrote it.
For sure help is needed in Kosovo. But please let in be in the frameworks of 1244: Kosovo is a Serbian province.

I have been living some years in Kosovo and listening stories from both sides, I also have a little bit different experience about criminal environment in province.
I admit that inside Kosovo the crime level is not significant. However one crucial point was that (Kosovo) Albanian organized crime has remarkable role in West Europe and US. The other point was to identify the risk of combination of "captured state" and its links to global fanatical/terrorist ogranizations.
Kosovo may be ruled by a Dutchman bu never will they be ruled by a Serb one. So a message to you my Serbia friend is that you have lost Kosovo for eternity.
I can't belive that a person that can write is able to lie like an animal, you should visit the Republic of Kosovo and for sure you will be amazed about a country that is living in a very bad economical situation but again looking towards becoming a eu member to where it belongs, Albanians have a great history. Of course, Albanians don´t like such kind of reports, because they are used to biased articles from western media during the past few years , helping them to occupy Kosovo and establish a base for Albanian/American crime enterprise.
But, the number of reports like the one from Mr. Rusila are growing, and soon the word Albanian will only be connected to drugs, organ harvesting, human trafficing and so forth... which really is true, because there is no other business Albanians could be connected to...

you give interesting insights into the politics in the region. and while you do not touch at all on the situation in bosnia in this blog, you studiously try to make a connection between radcal islam here [bosnia], there [kosova], the region and the rest of the world.
i also see you are concerned about radical islam. reading your other blogs i feel you understand croats and serbs when they feel minimalized and perhaps even oppressed in bosnia, serbia and the region. i too see extreme elements present. however i see them on all sides. some do have significant backing in politics, others don't and are just using your radical islam fear in an attempt push there agendas to the forefront.
for me politics is really a game played by those who feel they need to stay in power and perhaps become even more powerful. interpol, cia etc do just that and keep those in power in power. its a neat game i am sure you are well familiar with. in the beginning blogs like yours were a great tool for communicating views from all sides, especially for those who did not have access to main stream media. now they sadly have become more and more overrun by the "regular" media spin created to perpetuate the hatred, sadness and pessimism amongst us all.
have you ever asked yourself why we talk so easily about the things that are not going well? why we spend so much time and energy making ourselves miserable and unhappy?

help us appreciate what is going well and give a voice to so many in the region that have faith in the goodness of man. to those of us that know that even in dark times there is so much beauty out there; the music, the natuaral beauty of the region, ancient faiths, the monasteries, tekije, wonderful climate, peoples incredible hospitality and warmth, peoples temperament, the family, our time to enjoy a coffee, distilling rakija, the old and unspoilt villages, moba, etc etc.

Very interesting. Ari seems to hit the point right on the head. "This is a complete lie," seems to be the only argument people have here.
So, what then is the truth? The complete opposite? Kosovo is a paradise on earth? It seems to me that Ari's story has at least partial corroboration through numerous sources which can be found scattered across the web (from accredited sources, that is). In particular, it is common knowledge that the criminal element is pervasive, although to say that it completely funds wahabism is clearly a subject of debate. My guess would be that most of the cash goes to fund the opulent lifestyles of kosovo's dictators (nato admin) and those that tow its line as a facade to their mafia activities (thaci for example).
Unfortunately for most here, these details are common knowledge on the world stage, and no amount of 'this is a complete lie' will change that.
Finally, I hate to mention this since it may insult some peoples' egos, but before you lambast Ari for his grammar, perhaps you should run your own writing through an editor (Beni, for example, you should learn how to use commas).

The Albanian criminal-Columbian drug dealer link is an old one, perhaps being strengthened now that militant Islam spreads in the Balkans.
One of the earliest participants in the Balkans-South American drug webs was an Albanian emigre named Xhevdet Mustafa. Working with Italian-American organized crime guys he was involved in smuggling heroin from Columbia to New York. He was arrested by American authorities, indicted as a drug smuggler and was due for trial in April, 1981 when he decided to jump bail. He was last heard of dead on an Adriatic Sea beach in west central Albania in August, 1982. This sometimes follower of the zogu royal family fled home with two other guys named Hasnedari and Bajrami, both reported to be agents of the Sigurimi's foreign intelligence service.
The point is that current day Albanian organized crime has been evolving for nearly 30 years in both Europe and the Americas. American law enforcement in New York admitted they had trouble penetrating the allied Albanian-Kosovar smuggling gangs because the ethnic communities were very tight and spoke dialects difficult for native Americans to learn.
In couple of comments was said that Kosovo is ruled by a Dutchman. To clarify administrative structure some remarks:
1) Kosovo is best described as an international protectorate (and a province of Serbia), administrated according UNSC resolution 1244.
2) The top administrator, head of UNMIK, Mr Zanieri is an Italian.
3) Under UN umbrella is EU's rule of law mission - Eulex - which is leaded by Mr. Kermabon, a French.
4) The main project funding for capacity building of administration is coming through European Commission lianson office, leaded by Mr. Daviddi, an Italian.
5) The main military/security muscle is Kfor (Nato) troops, leaded by Gen. Gay, an Italian
6) The other important actors are e.g. International Community Office/Representative, Mr. Feith a Dutch, however he is representing Int.Steering Group, a group which includes some countries which have recognized Kosovo independence. Other actors are for example OSCE, international lianson offices, NGOs etc.
7) Local authorities - such as assembly, local government - in province's Albanian dominated areas have some operative power as well Coordination Centre in Serb dominated areas.
For all the good people out there, that don't know anything about Kosovo and just read this article, please for the sake of the truth google "Ari Rusila - Kosovo". you will find so many bad articles about kosovo that you would say that there is a place where apes live and not humans.

I am sorry to say but after seeing your profile that you only lived in Russia and Serbia outside your country Im not blaming you for writing this kind of article Mr Rusila because I am sure you are just as much brainwashed as the Serbian people who try not to see the reality on the ground after all that mass killings , rapes and massacres in the balkan region just ten years ago they still try to blame others for there crimes.

Mr Rusila there is an old saying in Kosovo : Dont see at Churches or Mosques, the religion of Albanians is Albanism. Six pivotal themes in Serbian propaganda are
1. Victimization, in which Serbs were constructed as collective victims first of the NDH, then of Tito’s Yugoslavia, and more specifically of Croats, Albanians, Bosnians, and other non-Serbs.
2. Dehumanization of designated ‘others’, in which Croats were depicted as ‘genocidal’ and as ‘Ustaše’, Bosnians were portrayed as ‘fanatical fundamentalists’, and Albanians were represented as not fully human. These processes of dehumanization effectively removed these designated ‘others’ from the moral field, sanctifying their murder or expulsion.
3. Belittlement, in which Serbia’s enemies were represented as
beneath contempt.
4. Conspiracy, in which Croats, Slovenes, Albanians, the Vatican,
Germany, Austria, and sometimes also the Bosnians as well as the U.S. and other foreign states, were seen as united in a conspiracy to break up the SFRY and hurt Serbia. In this way, the Belgrade regime’s obstinate disregard for the fundamental standards of international law was dressed up as heroic defiance of an anti-Serb conspiracy.
5. Entitlement, in which the Serbs were constructed as ‘entitled’ to create a Greater
Serbian state to which parts of Croatia and Bosnia would be attached, under the motto,’ All Serbs should live in one state.’
6. Superhuman powers and divine sanction. The Serbs were told that they were, in some sense, “super”. They were the best fighters on the planet, they could stand up to the entire world, and they were sanctioned by God himself, because of Tsar Lazar and the fact that Lazar had chosen the heavenly kingdom. Moreover, since Lazar had chosen the heavenly kingdom, the Serbs, encouraged to view themselves as Lazar’s heirs, were entitled to the earthly kingdom which Lazar had repudiated, as their patrimony.
Serbian society began to stray down the path to war more or less unwittingly.
Already in the years 1981—86, long before the other republics experienced anything
like a ‘national awakening’, Serbia (and here one may include Kosovo too) was
already sliding into a syndrome in which myths, threats, the allure of victory, and
belligerent rhetoric filled the public discourse, giving Serbs a sense of common
destiny but also separating them, psychologically, from the other peoples of socialist
Yugoslavia. That this was an unhealthy state of collective mind is clear from the
prominence of the themes of victimization, conspiracy, national entitlement, and
divine sanction of the Serbian national project, as well as from the insistent campaigns of dehumanization, demonization, and belittlement of Croats, Bosnian Muslims, and Albanians, as well as other peoples and states, which began at this time. This syndrome, in an individual, would be considered psychotic; to the extent that it permeated much of Serbian society, perhaps especially in the countryside, one may speak of Serbia having been sucked into a kind of collective psychosis. And to the extent that Serbian war propaganda aimed at reinforcing and stimulating this state of mind, we may say that it aimed at inculcating and reinforcing neurotic and
psychotic syndromes in Serbian society. This psychosis had its cultic saints – portraitsof Miloševiæ and Chetnik leader Draža Mihailoviæ were often displayed alongside those of saints canonized by the Church – had its bards (such as Simonida Stankoviæ and Ceca Ražnjatoviæ, and even had its official music – “turbo-folk”, a pop mixtureof folk-ethnic style with a rhythmic pounding beat. Moreover, this psychosis could even transport those infected to a state of consciousness which they mistook for a better world. Miloševi, for example, arriving dramatically at Kosovo polje in a helicopter on 28 June 1989, told those gathered for the six hundredth anniversary of Serbia’s mythic confrontation with its national destiny, that in that
the - century battle, Serbia had defended not just herself but all of European culture and civilization. Fine oratory might even be called the elixir of national psychosis.

The Wahabbi hopes in Kosovo were crucially crushed when Kosovo's independence was supported by the United States and the West.
This left the Wahabbi influence like a fish out of water and gave a great blow to Serbian efforts to give a religious color to Kosovo's plight for independence.
If left under Serbia, the Wahabbi's presence would have grown to dangerous levels for the entire region.
Any effort from AriRusila to link the criminal activity in Kosovo with religious radicalism is simply laughable. Criminality is quite secular in this area and quite symbolically enjoys great a relationship with Serbian criminality.

1) they believe that all the serbian churches in kosovo are really catholic ones from before serbs arrived
2) they believe that they are pure illyrians, despite both lack of written record (illyrians didn't have a written language) or geneological evidence.
of course, this truly doesn't really mean much of anything if this were true, but it is used in their propaganda claims to land in the region.
3) they believe that they were the only people living in kosovo under serb domination for hundreds of years...as they seem to forget about the turks
4) tito opened the boarders with albania in an effort to create his balkan 'superstate.' Please note that tito was NOT a serb.
5) albanians deny that they were nazis, and turn the argument around saying that draza mihailovic and the cetniks were nazi collaborators. this has been proven many times over to be untrue by the U.S. State Department (via the Legion of Merit award), and numerous other places.
If anybody is interested, just look for the banned preface to Orson Wells' book Animal Farm.
6) Albanians keep talking about a 'genocide' that even Daniel Pearle denied and considered ridiculous.
7) Serb 'victimization' is not a myth. Read up on WWI, WWII, etc. to get an idea, if you can stomach the truth. tito's communists suppressed much of these facts in support of 'ethnic harmony.' we all saw where that went.
8) albanians are calling for all displaced serbs to come back to kosovo. i agree. all serbs that left during the march 2004 pogrom, the 1999 kristallnacht, the exodus from the 1980's (i can quote the NYT here), all those evicted, and a 1-to-1 replacement for those killed, during WWII by nazi albanian hands, those killed and displaced during WWI, and during the turk occupation, should all line up, and walk right back in to kosovo.
